Weekend (Volunteer Patrollers)--
Run scheduled Top Duty and Patrol Room Duty

Weekdays (Paid Patrollers)--
Run a "Bump-Style" Top Duty--
before beginning a run, each patroller waits for the next patroller to arrive at the top
This way, there is always a patroller at Top-of-the-Hill
